Why is my downloaded ps4 game locked

Thing is, PS1 and PS2 DISC games are still region-locked on the PS3. I have a Hong Kong region PSP at the moment and I've bought a range of Japanese, Hong Kong, and American region PSP games and they all work fine on my PSP.
